The Minsk Cycling Society is looking for an urban bicycle specialist (bicycle officer). The new member of the MBO team will work in the framework of the project “Urban Cycling in Belarus”, funded by the European Union.
The main task of the policy officer:
Ensuring coordinated actions in creating a high-quality urban cycling infrastructure of the involved parties: city district administrations, Minsk city executive committee departments, design organizations, developers, city traffic police, operating organizations, public organizations, business, etc.
Area of work:
- bike infrastructure (bike paths, bike parking, bike garages in the courtyards);
- road safety;
- ease of movement of cyclists, pedestrians and other road users;
- urban policy in the field of mobility and cycling in particular.
The specialist will monitor the consideration of the interests of cyclists in the following processes:
- the processes of drawing up by the city and the implementation of various urban plans related to cycling and urban mobility;
- processes of development, discussion and approval of construction, reconstruction projects (RAP, general plans, development of individual areas, construction of individual objects, etc.) and control over the observance of the interests of cyclists in them;
- processes for maintaining the quality of existing road infrastructure;
- issues of eliminating conflict situations (places where road safety is violated, conflict zones).
Action methods:
- monitoring what is happening in the city and providing feedback;
- identification of problematic issues associated with the lack of necessary communications between organizations and their elimination by creating working groups and a platform for communication of stakeholders to resolve such issues, development and implementation of typed schemes for the coordination of various projects with - - participation of all stakeholders;
- lobbying the interests of cyclists in the city at various levels;
- work with the media;
- advising executive authorities, organizations and the public.
Requirements for a bicycle officer:
- desire to become a specialist in the field of cycling, urban mobility, urbanism, social movement;
- a technical mindset is desirable: a willingness to understand the construction, legal norms of cycling / traffic. Specialized education (road construction, traffic management is encouraged).
- interest in how the city "works" at the level of interaction between organizations: state, city, public, design. Interest in building this interaction in an efficient manner;
- independence;
- persistence;
- understanding the value of dialogue as a means of achieving results.
Working conditions:
- official employment;
- 40-hour employment per week;
- partial remote work is possible.
