Within the framework of the project "Urban Cycling in Belarus", the Center for Environmental Solutions and the public association "Minsk Cycling Society" announce an open competition for research on the topic: "Assessment of the republican and local budgets, construction projects on the provision of resources for cycling infrastructure" ...
Purpose of the study: assessment of the current amount of funding and development of recommendations / argumentation to change the situation with financing the development of cycling.
Tasks:
1. Conduct an assessment of the republican and local budgets for Minsk, Brest and Brest region, Grodno and Grodno region.
2. Assess the volume of investment in the development of cycling (cycling infrastructure and cycling tourism).
3. To assess regional (regional, city and district) transport and infrastructure programs and strategies, individual road network construction projects (with elements of cycling infrastructure included in them).
4. Determine the typical cost of designing the construction and maintenance of various elements of the road network (bridge, city junction, 1m of a car lane, etc.) and elements of bicycle infrastructure (lowering the curbstone, 1m of bike lanes / bike paths of different types, construction of a pedestrian bridge, construction of a bridge ramp, etc.).
5. Give recommendations (if possible, with economic arguments) for improving the financing of cycling in Belarus, and indicate at the expense of which budget items, programs, it can be carried out.
In the future, the data will form the basis for assessing the socio-economic effect of urban cycling, lobbying for the development of cycling, and creating a national roadmap for the development of cycling.
Conditions for completing the assignment:
Deadline for submission of documents: until August 14, 2017.
Terms of summing up the results of the competition: until August 20, 2017.
Terms of work: until October 15, 2017.
Terms of payment: under a work contract. Payment amount: from 1300 rubles based on the results of the interview and the formation of the final specification.
