Within the framework of the project “Urban Cycling in Belarus”, the Center for Environmental Solutions and the NGO “Minsk Cycling Society” announce an open competition for research on the topic: “Creation of a publicly available detailed list of documents on cycling policy in Belarus”.
Purpose of the study: prepare a list of documents that influence and those that can influence the development of cycling, with the aim of further influencing their revision, strengthening the cycling aspect in them. Provide general guidance on how to influence the revision of these documents.
The task: Prepare a document with a detailed list of all regulatory legal acts, technical and regulatory legal documents, concepts, programs and other documents that regulate (or could regulate) cycling in Belarus at the national and local levels. Cycling refers to both urban traffic and tourist (recreational) traffic.
The list should include a brief description of the role of each document, the authorities who approve it and, where information is available, who developed it, the key ideas for regulating cycling, the authorities responsible, important dates, funding sources (if necessary), etc.
Also, the list should include correlating documents where there is currently no mention of cycling, but in which they may be present. Where possible, make recommendations on how this document could contribute to the development of cycling.
Suggested search scope:
Transport, innovation, energy conservation, environmental protection, tourism, road infrastructure, urban infrastructure, health programs, etc.
Supposed types of documents:
National and regional (city, regional, district) strategies, programs, plans, orders and documents of a different type.
Technical standards and norms: TCH, building standards.
Documents related to the distribution of budgetary funds, investments.
Large projects for the construction of roads and their sections.
Description of correlated projects of non-governmental organizations.
The result is presented in a tabular or structured form. If possible, provide online links to documents or the documents themselves. Prepare the result for publication on the website.
In the future, at least 2-year support for this document is planned.
As an example, the appendix contains a list of some already found documents (without additional document attributes).
Conditions for completing the assignment:
Deadline for submission of documents: until August 14, 2017.
Terms of summing up the results of the competition: until August 20, 2017.
Terms of work: until October 15, 2017.
Terms of payment: under a work contract. Payment amount - from 1000 rubles based on the results of the interview and the formation of the final TK.

The general plan of Minsk contains a scheme for the development of cycling, which is extremely conditional and approximate. It includes both recreational paths along the "Green Ring" of Minsk, and transport bike paths along the main thoroughfares.
